- Attend and graduate 16, 24, or 32 instructor course
- Authorized to instruct end user officers or personnel at their home department only
- Instruct one (1) or more C.F. level 1 and 2 courses (Documented by C.F. Headquarters)
- Annual Recertification
- Pass written and performance evaluations
